Insurance Requirements
Public Liability Insurance – Mandatory Requirement
Public Liability Insurance is compulsory for all hires of the Newstead Community Centre.
Facilities cannot be hired without appropriate insurance coverage.
Council-Provided Insurance Cover
For non-commercial groups and activities (where no profit or commercial gain is involved), Mount Alexander Shire Council offers a Hirer’s Public Liability Insurance option.
- Cost: $26.30 (one-off annual fee)
- Coverage: Up to 52 separate hire occasions within a 12-month period
- Excess: $250 per claim (payable by the hirer)

When Council Insurance Cannot Be Used
Council’s Hirer’s Public Liability Insurance cannot be used for:
- Activities conducted for commercial gain
- Sporting activities
- Rock/pop concerts
- High-risk activities
- Festivals (where hire is part of a larger festival – organisers must arrange their own cover)
Festival organisers may be able to obtain cover via the Community Insurance website.
Events Requiring Special Approval
Certain events are not automatically covered and may require special arrangements with Mount Alexander Shire Council:
- Events with more than 1,000 attendees
- Hire periods of five or more consecutive days
- Events held on Council roads that have been closed with Council approval
Commercial Hirers
Commercial entities that charge admission or generate profit from their hire activity must provide their own Public Liability Insurance.
Council coverage may only apply where:
- The activity is small scale
- No monetary gain is derived from the hire
- Not-for-profit groups are conducting fundraising activities
What is Not Covered Under Council’s Hirer Policy
The following are excluded from coverage under the Council-provided Hirer’s Public Liability Insurance:
- Participation risk in sporting activities
- Children’s rides, animal rides, amusement rides, inflatable play equipment
- Grandstands
- Subcontractors or security personnel
- Child-related claims (including child molestation)
- Product liability for children’s toys
- Terrorism-related risks
- Electronic data losses
- Fireworks
- Any other third parties involved in the hire activity
